第一条
为丰富我校留学生业余生活,规范校内留学生课外活动的组织与管理,根据《学校招收和培养国际学生管理办法》(教育部、外交部、公安部令第42号)及《中国科学技术大学学生社团管理条例》(党学字[2017]9号),特制定此办法。
第二条
学校提倡并支持留学生在校内组织有益于身心健康的学术、科技、艺术、文娱、体育等课外活动。学校国际合作与交流部(以下简称“国合部”)为留学生课外活动的主要管理部门。留学生组织与开展校内课外活动,应按照学校有关规定,至少提前一周向国合部提出书面申请,获得批准后方可进行。
第三条
留学生组织与开展各类课外活动应当遵守我国宪法、法律、法规和学校规章制度的相关规定。留学生不得参加或组织政治性活动以及宗教传播活动,不得举办有宗教组织参与支持的活动。
第四条
留学生组织校内课外活动时,主办者应当以书面形式向国合部提供有关时间、地点、参与人员、规模、经费预算、宣传方案等方面的重要信息。留学生课外活动原则上安排在非教学时间进行,活动所用的各类宣传物品须在指定位置张贴摆放,确保内容真实、健康文明。留学生课外活动如邀请媒体或记者采访,应报国合部审批,按学校有关宣传管理规定执行。
第五条
留学生在校内举办课外活动,安全责任遵循“谁主办、谁负责”的原则。大型课外活动须报学校保卫与校园管理处审批,由专人负责制订安保工作方案和应急处置预案并组织实施。如活动过程中需要使用明火、冷烟火、大型灯具等易燃危险品,应严格遵守有关法律法规,安排专人负责防火工作,确保不发生火灾事故。
第六条
学校鼓励留学生参加由我国学生组织举办的各类文体活动及学生社团,留学生也可以自愿参加我国在重大节日举行的各类庆祝活动。
第七条
留学生可以成立在校留学生社团。留学生社团的成立、组织建设、活动及经费管理等必须遵守《中国科学技术大学学生社团管理条例》(党学字[2017]9号)的各项规定,并报国合部审批。
第八条
留学生参加校外组织(人员)举办的活动,或者与校外组织(人员)联合举办活动,或者邀请校外组织(人员)来校参加活动的,应提前至少一周向国合部提交书面申请,经批准后方可参加或者举办。
第九条
留学生牵头成立跨校、跨地区的组织,应经国合部审批同意后,向中国政府主管部门申请。留学生课外活动如邀请驻华使节参加,驻华机构应以文件形式向学校和省级政府外事办公室申请审批。
第十条
本办法由国际合作与交流部负责解释,自印发之日起施行。
Regulations
by University of Science and Technology of China for Extracurricular Activities
of International Students
1. These Regulations are established in
accordance with the “Regulations of Enrollment and Training of International
Students by Schools and Universities” (No. 42 Joint Directive of the Ministry of
Education, Ministry of Foreign Affairs and Ministry of
Public Security of the People’s Republic of China) and the “Regulations by
University of Science and Technology of China for Management of Student
Organizations” (USTC Document [2017] 9) for the purpose of enriching the lives
of international students at the University of Science and Technology of China
(“USTC”) and better organizing and managing their extracurricular activities.
2. USTC encourages its international students to engage in healthy
academic, scientific, artistic, recreational, sports and other extracurricular
activities during their stay at the University. The USTC Office of
International Cooperation (OIC) shall be the office mainly responsible for the
management of international students’ extracurricular activities. International
students of USTC shall abide by the relevant rules of USTC for organizing and holding extracurricular activities on campus, and shall submit a
written request to OIC for such activities at least one week in advance and may
only carry them out after having received the approval of OIC.

International students must obey such relevant rules as laid out in the
Constitution, laws and regulations of the People’s
Republic of China and USTC
regulations when organizing and engaging in extracurricular
activities. International students shall not participate in or organize any
activity of a political nature, or any activity involving the spread of a
religion or being supported by any religious organization.

Organizers of international student’ extracurricular activities on campus shall
notify OIC in writing of such information as the time, place, participants,
scale, budget, publicity etc. of the activities. Extracurricular activities are
to be arranged at non-teaching times, and publicity materials of a truthful and
healthy nature to be properly placed in designated areas. Any invited media
coverage for such extracurricular activities shall require the approval of OIC
and follow the USTC guidelines of publicity management.

Organizers of international students’ extracurricular activities on campus should
be responsible for the safety of the participants. Large-scale extracurricular
activity plans shall also be brought to the notice of the USTC Office of
Security and Campus Management for approval, who will then be prepared with
specific plans for security and emergency response. If fire, cold fireworks,
powerful lighting etc. are to be used in the course of such an activity,
relevant laws and regulations must be strictly adhered to, and with specific
personnel for fire prevention to guard against any fire accident being present.
6.
USTC encourages international students to participate in recreational and
sports activities organized by Chinese students and to join student
organizations. International students may also participate freely in various
activities related to the celebration of major Chinese holidays.
7.
International students may set up international students’ organizations at
USTC. The establishment, organization, operation and financial management of an
international student organization shall comply with the “Regulations by University of Science and Technology of China for
Management of Student Organizations” (USTC Document [2017] 9) and the proposal for
such an organization should be brought to OIC and other departments concerned
for approval.
8.
A request in writing shall be submitted to OIC at least one week in advance and
its approval obtained before international students may participate in any
activity arranged by outside organizations (personnel), or hold an activity
jointly with outside organizations (personnel), or invite outside organizations
(personnel) to USTC for any activity.
9.
Any application for the establishment of an inter-university or inter-regional
organization initiated by a USTC
international student shall be first submitted to OIC for initial approval which will then be put up to a relevant central government agency for final approval.
Where a foreign diplomat is to be invited, an official application shall be
submitted to USTC and the provincial office of foreign affairs by the concerned
foreign embassy or consulate for approval before its diplomat may participate
in any extracurricular activity on campus at the invitation of a USTC
international student/group.
10. These Regulations shall take
effect from the date of their issuance and OIC shall hold the prerogative for
their interpretation.
(In case of any discrepancy
between Chinese and English versions, the Chinese version shall prevail.)
